The report summarizes the achievements in China's rule of law government development in 2024. Guided by Xi Jinping Thought on the Rule of Law, theoretical research on rule of law government has yielded fruitful results, and the mechanisms for advancing its development have become more refined. The administrative law community has deepened its research on key and hot-button issues in areas such as administrative procedure law, administrative action law, and administrative organization law, focusing on governance of administrative enforcement and administrative monopolies, legal safeguards for business environments and technological innovation, cultural law, and departmental administrative law. Research systems and perspectives have continuously broadened and enriched. Additionally, this report proposes establishing a basic public education service supply mechanism in the capital that adapts to demographic changes, examines legal issues related to the comprehensive law enforcement reform in Beijing's townships and subdistricts, and analyzes the legal pathways for building an internationalized scientific research environment in Beijing.
