From July 27^thto 29^th, 1998, the Annual Meeting of CALS was held in Taiyuan, Shanxi Province. Different from the previous annual meeting, which usually made reports and then group discussions, this meeting took a method of appraisal discussion, similar to international academic meeting. Many issues were discussed despite the time limitation, including an overall direction of administrative law, institutional reform, theory and practice of administrative law enforcement and Administrative Organization Law, administrative subjects, administrative procedures, and economic administrative law, etc. In addition, the meeting also heard different opinions on the drafted Administrative License Law.
