The 1999 Annual Meeting of CALS was held in late May in Zhuhai. At the point of ten-year anniversary of Administrative Litigation Law, in memory of this landmark in construction of administrative legalization system, delegates conducted discussions around the theme. Two significant topics were involved: 1. the problems existing in the proceedings of administrative litigation comprehensively, and solutions. 2. Limitation between judicial power and administrative power in administrative litigation.

The conference also discussed a series of administrative litigation issues, such as the qualification, responsibility and evidence of different parties, judicial review on the facts and legal basis on evidence examination of administrative punishment, limitation of action, reform on the way of court trail, the adaption of law, perfection of the second instance procedure, the construction of cases, reform of judicial documents, administrative compensation lawsuit, the form of sentence, administrative public interest litigation and establishment of the administrative court, and etc.
