In the evening of April 13, 2011, the 42nd Law-based Government Forum was successfully held at Xueyuanlu Campus of China University of Political Science and Law (CUPL). The seminar was sponsored by the School of Law-based Government (SLBG). It was greatly honored to have Gu Linsheng, Director of Institute of Public Security at Tsinghua Academy of Urban Planning Design, at the event. As the lecturer, he delivered a keynote speech for students with the theme of “Emergency Response Management and Legal Issues After the March 11 Earthquake in Japan”. Prof. He Bing, Vice Dean of the Law School of CUPL, and Zhao Peng, Doctor from School of Law of University of International Business and Economics were invited to comment on the speech. The host of the lecture was Lin Hongchao, Associate Professor from the SLBG.
