In the evening of March 11, 2013, the 68th Law-based Government Forum was held at the Academic Lecture Hall of Xueyuanlu Campus of China University of Political Science and Law (CUPL) with crowded audience. It was honored to have Prof. Ying Songnian, famous jurist in the field of Administrative Law, to deliver a wonderful speech with the theme of “Revisions of Administrative Reconsideration Law”. At the beginning of the forum, Prof. Liu Shen, the host and commentator, from CUPL briefly introduced the historical background of revisions of Administrative Reconsideration Law. Then, Prof. Ying Songnian presented administrative relief systems in other countries and Taiwan before reviewing the formulation and development of administrative reconsideration in China. According to the various issues of current system, he put forward specific suggestions concerning amending the law. Prof. Liu Shen’s comments were conducted from the perspectives of system position, impartiality protection and judicial reform and introduced the pilot program of administrative reconsideration committees in detail.
