The 2013 Annual Meeting of CALS was held successfullyin Harbin from August 17^th and 18^th. The conference was sponsored by CALS and organized by the People's Procuratorates of Heilongjiang Province. Prof. Ying Songnian, Honorary President of CALS and Tenured Professor of China University of Political Sciences and Law (CUPL),Mr. Jiang Bixin, member of Standing Committee of Central Commission for Discipline Inspection (CCDI) and Vice President of the Supreme People’s Court, Mr. Jiang Jianchu Vice Procurators-General of the Supreme People’s Procuratorate and many other well-known professors, scholars and practical department leaders expert in administrative law had come from all over the country, totally up to 280 people. The host was Prof. Ma Huaide, President of CALS who was also Vice President of CUPL. This year’s theme was “Administrative Rule by Law: Under the Background of Rule of Law in The Country” which specifically included the basic theory of administrative rule by law, evaluation system of law-based government, the legislation safeguard on shift of government functions, the reform of administrative tribunal system and the system of administrative prosecution in administrative rule by law.
