Education Background:
In 1988, Prof. Ma graduated as a Bachelor of Law from the law department of Peking University. In 1993, he obtained a Doctoral degree of Law from CUPL, and became the first Chinese Doctor in administrative procedure law. He was a visiting scholar at Yale University, Boston University, University of Sydney, and the University of Melbourne.
Academic Achievement:
● Publishing and co-authored more than twenty monographs, such as, Administrative Law System Construction and Case Study, Theory and Practice of State Compensation Law, Administrative License.
● More than 100 papers on leading academic journals like China Legal Science and Chinese Journal of Law.
● Drafting of laws and legislations such as the State Compensation Law, the Administrative Punishment Law, the Legislation Law, the Administrative Licensing Law and the Administrative Enforcement Law
● Teaching "Administrative System Reform and Economic Legal System" in the 27thCollective Learning of Central Political Bureau
● Delivering lectures on the law-based administration of government for many times for the ministries or local governments
Research Projects:
Led many major projects supported by the National Social Science Foundation, or the Ministry of Education, or the Ministry of Justice, or Beijing Municipal Government.
