Education Background and Work Experience:
Prof. Ying received a Bachelor of Law from East China University of Political Science and Law. In 1981, he was transferred to the Department of National Law of Northwest Institute of Political Science and Law. In the following year, he engaged in editing and compiling textbooks on Administrative Law in theLegal Textbook Editorial Departmentof the Ministry of Justice. In1983, he started teaching at China University of Political Science and Law (CUPL).
He has been the Deputy Chairperson and then Chairperson of the Master Supervisors’ Committee on Administrative Law, Doctoral Supervisor and Dean of the Institute of Chinese Legal System. In 1995, he worked as Dean of the Department of Law in the Chinese Academy of Governance. Since 2009, Ying has been Tenured Professor of CUPL.

Prof. Ying is one of the earliest researchers and professors in administrative law in China. He is the founder and leader of the administrative law studies in China. Over the past 50 years, he has made pioneering contributions in the fields of theoretical research, personnel training, building of administrative law system, improving people’s awareness of administrative law, and international academic exchanges.
