The “Rule of Law Government Award” was initiated and established by the Institute of Rule of Law Government of China University of Political Science and Law, an academic institution, to evaluate the systems and measures of State organs at all levels in promoting administration in accordance with the law and building a rule of law government. The seventh “Rule of Law Government Award” is organized by the Institute of Rule of Law Government of China University of Political Science and Law. The organizing committee office of this year's “Rule of Law Government Award” received a total of 241 projects covering 24 provinces, autonomous regions and municipalities directly under the central government, involving administrative legislation and administrative normative documents, major administrative decision-making, reform of the administrative examination and approval system, administrative law enforcement, openness of government affairs, and dispute resolution, among other areas. After strict evaluation and full discussion, the preliminary evaluation committee selected 40 projects as finalists.

In the afternoon of April 26, the final evaluation meeting of the 7th “Rule of Law Government Award” was held in Haidian Campus of China University of Political Science and Law. The opening ceremony was hosted by Prof. Zhao Peng, Director of Rule of Law Government Research Institute of China University of Political Science and Law, and Prof. Ma Huaide, President of China University of Political Science and Law, President of Administrative Law Research Society of China Law Society, Vice President and Director of Academic Committee of China Law Society, read out the rules of the final evaluation review meeting. 40 shortlisted units decided the order by drawing lots, and then they elaborated on the content of the selected projects, innovative initiatives and the project's effectiveness one by one. 10 judges made a comprehensive consideration of the content of the declaration and the on-site presentation. 10 judges voted on the basis of comprehensive consideration of the declaration content and on-site presentation. After open and transparent vote counting, President Ma Huaide announced that 20 projects won the “Rule of Law Government Award Nomination”.
