In the evening of October 17, the 102^nd Law-based Government Form was held at the Xueyuanlu campus of China University of Political Science and Law (CUPL).  Liu Quan, Assistant Professor of the Law School of Central University of Finance and Economics was invited to give a lecture on “the Doctrine of Proportionality in Judicial Judgment”. Prof. He Haibo of the Law school, Tsinghua University, and Prof. Chen Zheng of the Law School, Beijing Normal University were the commentators. The Forum was moderated by Lin Hua, Associate Professor of the School of Law-based Government, CUPL.
